US House Votes to Halt Iran War Powers in Rare Rebuke to Trump

The United States House of Representatives passed a measure on Wednesday to curtail President Donald Trump’s authority to wage war against Iran without congressional approval, marking one of the most significant legislative checks on executive war powers in recent months.

The bill cleared the House by a narrow margin of 215 to 208. Four Republican lawmakers broke ranks with their party to vote alongside Democrats, making the passage possible after the measure had failed in three previous attempts. The outcome reflected mounting unease among some legislators about the pace and scope of US military involvement in the Middle East.

War Powers and the Constitution

The measure draws on the War Powers Resolution, a 1973 law designed to limit the president’s ability to engage in military conflict without congressional authorisation. Supporters argue that the Constitution vests the power to declare war in Congress, not the White House, and that ongoing strikes against Iranian assets represent a dangerous expansion of executive authority.

“We are not asking for anything extraordinary,” said one Democratic lawmaker backing the bill. “We are asking that before American troops are put in harm’s way against Iran, Congress has a say. That is what the Constitution demands.”

The four Republicans who defected from the party line cited concerns about strategic clarity and the absence of an articulated exit strategy. Their decision drew criticism from party leadership but was welcomed by anti-war advocates across the political spectrum.

Escalation in the Middle East

The vote comes as tensions between Washington and Tehran have reached alarming levels. Iran this week launched drone strikes on Kuwait’s international airport, an attack Tehran described as retaliation for earlier US strikes targeting an Iranian oil tanker and a strategic island. The strikes killed at least one person and left dozens injured, raising fears of a widening regional conflict.

Separately, US and Israeli relations have been strained by reported disagreements over the handling of Iran negotiations, with President Trump and Israeli Prime Minister Benjamin Netanyahu said to have had a contentious phone call that complicated diplomatic efforts.

Senate Prospects and Political Implications

Despite the House vote, the measure faces an uphill battle in the Republican-controlled Senate, where leadership has signalled little willingness to limit the president’s military authority. Analysts view the vote as more symbolically significant than practically consequential in the short term.

Nevertheless, the result is being watched as a measure of congressional sentiment toward the administration’s foreign policy. For a White House that has prided itself on a united Republican front, four defections on such a prominent national security vote represent a notable crack in that unity.

The White House called the vote an “unconstitutional overreach” that undermines the nation’s ability to respond swiftly to threats, vowing to continue its current course in the region regardless of the legislative outcome.
